Background
The Human Systems Division (AFLCMC/WNU) at Robins Air Force Base, Georgia has a requirement for the supply of commercial Self‐Contained Breathing Apparatus (SCBA) airpaks, commercial off‐the‐shelf masks, Chemical Warfare Component (CWC) masks with military modifications for CBRN capability, and Supplied‐Air Respirator (SAR) kits.

A competitive acquisition will be conducted using trade‐off procedures. The Government intends to award a firm‐fixed‐price requirements‐type contract with a one‐year base period and four one‐year option periods. All assets will be shipped FOB Destination.

Work Details
Products to be delivered under Purchase Description PD18WRWNUCBRN01:
• Next Generation SCBA airpaks (Master NSN 4240-01-686-7961)
• Commercial off-the-shelf open-circuit breathing masks compliant with NFPA 1981, 1982, 1989 and ANSI Z88.2, Z88.6
• Chemical Warfare Component (CWC) masks with military CBRN modifications subject to Protection Factor/Fit Factor, System Agent, Drinking Capability, Salt Fog and Communication testing
• Supplied-Air Respirator (SAR) kits

Production shall comply with the Statement of Work and referenced documents: MIL-STD-882E; MIL-PRF-49506; NFPA 1404; NFPA 1500; NFPA 1852.

Period of Performance
One-year basic period plus four one-year option periods.

Place of Performance
Contractor facilities for program management, design reviews, testing and provisioning conferences.

Delivery of all equipment and data FOB Destination to Government-designated locations, with Robins AFB, Georgia as the primary administrative point.

Bidder Requirements
Must qualify as a commercial item manufacturer or authorized distributor.

Possess Public Key Infrastructure (PKI) certification and Common Access Card access for MEARS and DOD SAFE electronic data delivery.

Designate and maintain a single Program Manager.

Provide full plant access for Government inspections and reviews.

Establish and document a system safety program and manage hazardous materials (no Class I/II ODS or hexavalent chromium).

Develop and host post-award conference, Preliminary Design Review, Critical Design Review, Test Readiness Review and provisioning guidance conferences at the contractor facility with a suitable conference room.

Deliver required technical manuals, provisioning data and multimedia instructional package in accordance with specified Data Item Descriptions (DIDs).
