Notice: Executive Order (E.O.) Initial Rescissions of Harmful Executive Orders and Actions

The purpose of this notice is to comply with the recently enacted EO which repeals Executive Order 14035, Diversity, Equity, Inclusion and Accessibility in the Federal Workforce. Accordingly, offerors having previously submitted proposals/quotations in response to the solicitation are notified that any contract resulting from the solicitation previously issued, and any amendments thereto, will delete the Attachment J-1, Performance Work Statement, requirement for submission of a Diversity, Equity, Inclusion, and Accessibility Plan and the associated Data Requirements Description in Attachment J-2, Data Procurement Document. This deletion will not impact the ongoing evaluation of proposals/quotations and, as any cost/price impacts are considered to be de minimis, would be addressed at time of award.

Amendment P00002 for the National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) Next Gen acquisition has been released.

The primary purpose of this amendment is to respond to RFP questions and comments in relation to the MSFC Next Gen solicitation Amendment P00001.

Attachment A, Responses to Industry RFP Amendment P00001 Questions, provides responses to questions and comments provided by industry. Additionally, Attachment L-1, Excel Pricing Model, is updated and replaced in its entirety (updates are noted in Attachment A).

Failure by the offeror to acknowledge receipt of this amendment on the Standard Form (SF) 30, Amendment of Solicitation/Modification of Contract, or transmittal letter by the due date for receipt of proposals may result in a determination that the proposal is unacceptable and therefore ineligible for award.

In relation to Section L, Provision MSFC 52.205-90, Designated Point of Contact, paragraph (b), the period for questions or comments relative to this acquisition has closed (i.e., questions and comments relative to this acquisition were previously due no later than 5:00 p.m., Central Time, September 25, 2024). At this time, the Government is no longer accepting additional questions or comments in relation to the solicitation, as released on October 1, 2024.

All other terms and conditions of RFP 80MSFC24R0005 remain unchanged.

Offerors are responsible for downloading their own copy of the amended solicitation in its entirety. Furthermore, it also remains each offeror's responsibility to continue monitoring sam.gov for any future amendment(s) to this solicitation. As part of any resultant proposal submission, offerors shall acknowledge receipt of all solicitation amendment(s).

  3. Science data systems and domain science; and
  4. Scientific data storage, archiving, and management.

Background
The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) is issuing a solicitation for the Next Generation Scalable Data Engineering, Operations, and Informatics Support for Open Science (Next Gen).

The primary goal of this contract is to provide resources that ensure the Interagency Implementation and Advanced Concepts Team (IMPACT) maintains leadership in science informatics, machine learning and artificial intelligence techniques, science data systems, and scientific data management.

Work Details
The contractor will be responsible for the following tasks:
1. Science informatics;
2. Utilizing machine learning and artificial intelligence techniques, with a focus on spatio-temporal algorithms;
3. Managing science data systems and domain science;
4. Overseeing scientific data storage, archiving, and management.

The work will be performed through an indefinite-delivery indefinite-quantity (IDIQ) contract structure with firm-fixed-price task orders. The contractor must ensure that all personnel maintain daily communication with IMPACT projects and adhere to the modified Scaled Agile Framework (SAFe®) for project execution.

Period of Performance
The contract will have an effective ordering period of five years from the effective date, including a 24-month Base Period followed by three 12-month Option Periods.

Place of Performance
The work will primarily be performed offsite at the Contractor’s facilities and other remote locations as approved by NASA.
