Description

1. DESCRIPTION: The U.S. Army Project Manager Command & Control Infrastructure (PM C2I), Product Manager Mounted Command & Control (PdM MC2), and the Army Contracting Command Aberdeen Proving Ground (ACC APG) is conducting market research to request industry's feedback regarding Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) that are readily available as potential solutions for MFoCS.

The MFoCS capability has a heritage of providing ruggedized computing power to over 100,000 Army vehicles and tactical operation centers, building upon capabilities and lessons learned over two (2) decades. MFoCS represents a line of highly modular, cyber-hardened family of tactical computing and display systems designed to consolidate warfighting applications onto a single hardware platform for ground combat vehicles and command posts. These systems incorporate next-generation processing technologies, featuring high-definition multi-touch displays, expanded Random Access Memory (RAM), and higher-capacity solid-state storage.

THIS IS NOT A SOLICITATION: This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Proprietary information shall NOT be submitted. The Government shall not be liable for, or suffer, any consequential damages for any improperly identified proprietary information.

Not responding to this RFI does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Sam.gov website. It is the responsibility of interested parties to monitor this site for additional information pertaining to this requirement. All material submitted in response to this RFI must be unclassified.

2. RFI Responses

Company Profile: The response should describe your company's core business and include the following:

i. Company name, company address, points-of-contact information, including name, phone number, and email address, Commercial and Government Entity (CAGE) code, Unique Entity Identification (UEID) number, North American Industry Classification System (NAICS) code and current business size. Responses shall be limited to no more than ten (10) pages for the entire submission (not inclusive of company information and attached charts).

Responses are due no later than (NLT) 30 Jun 2026 at 3:00 PM, Eastern Standard Time (EST) and must be submitted via e-mail only to the Government Points of Contact (POCs): Sharon Peterson, Contracting Officer, at sharon.a.peterson15.civ@army.mil and Nicholas Budnichuk, Contract Specialist, at nicholas.d.budnichuk.civ@army.mil.

3. RFI Questionnaire :

INFORMATIONAL NOTE : An interface control document may be provided as part of this request. The information contained in it is classified as critical technical information and, therefore, access will be granted once the respondent has been cleared to receive (instructions below). It is expected that some responding parties may not be granted access to the controlled documents released with this RFI. In the event that access is not granted, responses are still encouraged and offerors must describe how their solution can survive extremely harsh environments inherent to U.S. Army combat platforms while meeting mission requirements.

i. Please provide a brief overview of your company, including years in business, relevant experience in ruggedized/military computing, and key customers. How do you mitigate risks related to RAM and other critical component shortages? What is your typical lead time for delivery after order placement? Can you provide information on your supply chain partners and sourcing strategies?

ii. Is your solution COTS or NDI?

a. If NDI, provide the status of your solution? (e.g. Design, Prototype, Production, etc.)

b. If NDI, is it available to the public or Government-only?

iii. Is your solution National Defense Authorization Act (NDAA) compliant?

iv. Describe how your product is compliant with the environmental survivability and reliability requirements for mounted internal vehicular devices described in the Mounted Mission Command (MMC) Environmental and Quality Control Specification v1.5.

a. Describe whether your product has been tested to the specific procedures and passed, any comparable tests and procedures that have been conducted instead, and the roadmap to compliance for those that have not yet been completed.

b. Note that the MMC Environmental and Quality Control Specification v1.5 references documents such as ATPD 2404B. These documents will not be provided with this RFI and it is understood that responses are unlikely to adequately address those specific references.

v. Describe the cyber maturity of the device, such as Federal Information Processing Standard (FIPS)-140, National Institute of Standards and Technology (NIST) 800-171, NIST Special Publication 800-53.

a. Describe whether your product supports Sensitive but Unclassified Encrypted Data (SBU-E) and SECRET data.

b. Describe any additional security considerations or capabilities in your product. Describe whether your product is capable of handling both Secret and controlled unclassified information (CUI) data and whether your product has the ability to remove secret data when switching between classifications.

vi. Describe how your product complies with the provided Interface Control Document to enable the system to be a drop in replacement for the existing MFoCS product. Be sure to include technical specifications such as computing power, RAM, Global Positioning System (GPS), and WiFi.

vii. Describe whether (or how) your product provides a Military GPS capability?

a. Describe how keys are loaded, stored, and protected.

b. Describe if your GPS capability is assured?

viii. Describe the size (with dimension, weight, power, and cooling requirements for your device?

a. Include description of active or passive cooling and any venting

b. Power description should include voltage, current load, and wattage in nominal, and peak load conditions. Duration of peak power load should also be provided.

ix. Describe the compute performance of your solution.

x. Describe whether your solution offers the following or comparable:

a. Trusted Platform Module (TPM) 2.0

b. Two hard drive bays for solid state drives (SSDs)

(1) Describe how your solution can ensure that data from the SSDs shall be retained on the compute platform once removed.

c. How the product would provide a secured Bios, to include necessary personnel permissions to access and modify the Bios.

xi. What is the cost of your product? Include all licensing costs and terms. Include these costs for a single unit, and at quantities in which bulk discounts apply.

xii. What is the availability of your product to be procured and at what quantities?

xiii. What is your production capacity in terms of quantities? What is your known minimum sustaining rate (MSR) for continued production?

xiv. Describe the device interface for maintenance configuration, and provisioning. Does it support any existing Army tools for this functionality?

a. Describe whether the interface makes use of open standards.

b. Describe the data rights associated with the interface to your product.

4. Submission Details:

Restricted Access to Technical Data RFI Requirement

To gain access to the restricted Technical Data Package (TDP) or Interface Control Document

(ICD), vendors must be cleared to handle ITAR-controlled and Distribution Statement D

documents (Authorized to DoD and U.S. DoD Contractors Only).

Interested sources must submit proof of the following credentials to be granted access:

a. Active DD Form 2345: An approved and active Militarily Critical Technical Data Agreement verified via the Joint Certification Program (JCP) database.

b. DDTC Registration: A current DDTC Registration Code / Approval Letter from the Department of State confirming registration per ITAR Part 122.

c. Matching Corporate Records: An active CAGE Code and SAM.gov registration matching the exact corporate name and address listed on the DD 2345 and DDTC letter.

Access requests from vendors lacking an active DD 2345 and valid DDTC approval will be denied automatically.

THIS IS A RFI ONLY to request industry's feedback regarding COTS or NDIs that are readily available as potential solutions for Mounted Vehicle Hubs. The information provided in the RFI is subject to change and is not binding on the Government. The Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
