Pursuant to FAR 15.203, Request for Proposals (RFP), this RFP is issued to support Next Generation Load Device Medium (NGLD-M)Project Manager Tactical Radios (PM TR) and Product Lead Communications Security (PdL COMSEC)s requirement for a NGLD family of replacement for the aging fleet of Simple Key Loader (SKL) devices. This RFP is for a ten year Firm-Fixed Price (FFP), Cost-Plus-Fixed Fee (CPFF), Cost Reimbursable (CR), Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). Please see attachements for further details.

25 Nov 2020- This update is posted to provide the following information/clarification:

1. Please see updated Bidders Library Information (v2) attachment dated 25 Nov 2020. The Government has updated the Unclassified/FOUO Bidders library to include a specification that is referenced in the SRD traceability matrix.

2. Section L26.2, Relevant Contracts, states: the Offeror shall submit information using the format contained in Section J, Past and Present Performance Information . The document found in Section J, Attachment 0010, entitled Past Performance Questionnaire, is the aforementioned required format Offerors shall use in order to submit past performance information.

Background
This RFP supports the Next Generation Load Device Medium (NGLD-M) requirement of the U.S. Army Program Executive Office for Command, Control, Communications - Tactical (PEO C3T), Project Manager Tactical Radios (PM TR), and Product Lead Communications Security (PdL COMSEC).
It seeks to procure a family of NGLD devices to replace the aging Simple Key Loader (SKL) fleet under a ten-year Multiple Award IDIQ contract incorporating Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Cost-Reimbursable, and Fixed-Price Incentive-Fee task and delivery orders.

Work Details
Contractor shall engineer, develop, test, certify, produce, and sustain the Next Generation Load Device - Medium (NGLD-M), a family of replacement devices for the Simple Key Loader (SKL).

The PWS includes key requirements under Section 6.3 NGLD-M Production:

- Inspection and Test Status (6.3.9)
- Quality Reviews (6.3.10)
- Continuous Process Improvements (6.3.11)
- Identification Information on Parts and Assemblies (Markings and Item Unique Identification) (6.3.12)
- Warranty Repairs and Recalls (6.3.13)
- Quality Assurance Program Plan (QAPP) (6.3.13.2)

It also includes Program Management (6.1), Engineering and Developmental Support (6.2), and Sustainment Services (6.4).

Period of Performance
Ten years from contract award, with issuance of individual task and delivery orders throughout the period.

Place of Performance
As specified in individual task and delivery orders supporting U.S. Army PEO C3T facilities and operations.

Bidder Requirements
Offerors must submit past performance information using the format in Section J Attachment 0010 (Past Performance Questionnaire).
They must execute the RESCUE Non-Disclosure Agreement and comply with security requirements including DD Form 254.
Offerors must be capable of performing under Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Cost-Reimbursable, and/or Fixed-Price Incentive-Fee task orders in a Multiple Award IDIQ environment.
