Next Generation Jammer Mid-Band (NGJ-MB) Cadre Training   2

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD has awarded a Cost Plus Fixed Fee (CPFF) delivery order modification to The Raytheon Company, Space and Airborne Systems (SAS), 2000 East El Segundo Blvd., El Segundo, California. This award was on a sole source basis. The delivery order modification provides for the removal of one (1) Aircrew Training event, and the addition of four (4) Maintenance Training events on the delivery order. The scope of this effort will allow for additional squadron trainings to be completed in support of Initial Operational Capability (IOC), and as may be authorized and appropriated by Congress. This modification is to delivery order N0001923F0256 placed under Basic Ordering Agreement (BOA) N00019-20-G-0007.

As the sole designer, developer and manufacturer of the NGJ-MB system, Raytheon is the only source with the requisite knowledge, experience, and technical data required to successfully support and provide materials for the aforementioned training events without causing unacceptable delays in meeting the Navy's operational requirements. In addition, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source', and no other supplies or services will satisfy agency requirements.
