Description

The DHACA Southeast Branch 5 Fort Bragg- N C intends to award a non-competitive sole source contract for the procurement of Newborn Screening Services at Womack Army Medical Center (WAMC), Fort Bragg, NC. The Proposed Contractor shall provide non-personal service contract for Newborn Baby Screening as required by North Carolina General Statue 130A-125(c). This test is for the Department of Pediatrics and Nursing, WAMC, Building 4-2817 Reilly Road, Fort Bragg, NC 28310. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621511, and the size standard is 34 million for a period of performance from 10/01/2026 to 09/30/2031. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice.
A determination by the Government not to compete with the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with FAR Part 5. However, responses to this notice will not be considered adequate responses to solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to provide this service, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, relevant past performance information, size and type of ownership for the organization; as well as CAGE and DUNS Code. Telephone inquiries will NOT be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.   1. Womack Army Medical Center (WAMC) staff will collect 5 blood samples from newborns at WAMC, dry the specimens and transport the specimens overnight to the Contractor with complete demographics using the Hearing Link to NC Department of Health and Human Services with the DHHS 3105 Division Form that contains the following information:

Newborn's Medical Record Number, Newborn's First and Last Name, Newborn's birth date, Birth-time, Race, Sex, Birth weight in grams, Specimen date, Specimen time, Latino or Hispanic Origin; Type of Feeding; Mother's First and Last name, Mother's Maiden Name, Mother's Social Security Number, Mother's Mailing Address; Mothers Phone Number; Mothers County of Residence; Hospital Specimen submitter, Federal Tax Identification number, Physical Name and Federal tax Identification Number; current weight in grams, gestational age in weeks; NICU meconium ileus; multiple birth; and applicable RBC transfusion date and time.

  1. Collection of Specimens by WAMC staff will occur 24-48 hours following birth of the newborn and be transported to the State Laboratory of Public Health by overnight delivery means by the 3rd day.
  2. The Contractor shall perform the following tests on the following blood samples:
  • Congenital Adrenal Hyperplasia (CAH)
  • Galactosemia (GAL)
  • Congenital Hypothyroidism (Thyroid)
  • Sickle Cell (Hemoglobin)
  • Amino Acid Profile
  • Acylcarnitine Profile
  • Cystic Fibrosis
  • Biotinidase Deficiency
  1. There are no charges for hearing test information- the State of North Carolina collects this information for demographic purposes only.
  2. Patients with confirmed diagnosis of Phenylketonurias (PK) may submit filter paper specimens to monitor compliance with diet therapy. There shall be no additional charge for this testing.
  3. For those specimens collected in which the specimen is unsatisfactory for screening, the test will be repeated. WAMC will submit recollection specimens with no additional charges for services.
  4. For instances of multiple births, above tests will be performed for each newborn.
  5. The Contractor shall submit the results of those tests to WAMC to the submitter and healthcare provider as listed on the newborn screening filter form.

In cases of abnormal test results of the laboratory screening of the blood samples, the Contractor shall provide a report to WAMC requesting additional blood samples. WAMC will collect the repeat specimens and mail or fax to the Contractor. There shall be no additional charge for services
