THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Medical Readiness Health Contracting Office-West (MRCO-W) on behalf of Winn Army Community Hospital (WACH) Fort Stewart, Georgia is requesting information and conducting market research of the newborn metabolic screening tests. Test information can be located in the attached or at https://dph.georgia.gov/NBS. The Secretary of Health and Human Services (HHS) recommends all Military Health Systems use the Recommended Uniform Screening Panel (RUSP) when procuring newborn metabolic screening tests. The RUSP list of conditions for which newborns receive screening can be located https://www.hrsa.gov/advisory-committees/heritable-disorders/rusp and is also attached in the sources sought. Pursuant to 13 CFR l25.2(e)(6)(i) all Army Medical Treatment Facilities (MTF) are required to use this program under the MEDCOM Regional Commands. NAICS Code was identified through a review of the U.S. Census Bureau's website at https://www.census.gov/naics/. NAICS code was selected NAICS code 621511 was considered and selected as a service that supplies Medical Laboratory Testing.

This Sources Sought is issued for information and planning purposes only and does not itself constitute an RFP or RFQ. The Government does not intend to award a contract vehicle based only on responses to this Sources Sought. All information received in response to this Sources Sought marked proprietary will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Interested sources shall provide a response detailing their capability to deliver the required following the Official Code of Georgia (O.C.G.A.) 31-2A-6 and 31-12-5 through Rule 511-5-5, O.C.G.A. 31-12-6. Please provide the following information: 1. ) Point of Contact email and telephone number, Organization name, address, Web site address, telephone number, business size, Cage code and type of ownership for the organization and 2. ) Tailored capability statements (as you believe them to be equal to the State of Georgia Public Health) matching all tests and lines in both RUSP and NBS attachments in this post statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational capability (must match State of Georgia Public Health) indicating how you meet the requirements that meet the same or similar of the State of Georgia Public Health requirement. Finally, 3. ) Indicate from the attached performance work statement (pws) how your entity meets the precise requirements outlined in the PWS AS IS.The Government does not possess or own data rights necessary to distribute for this effort. Please note telephonic responses will not be accepted.

Background
The Medical Readiness Health Contracting Office-West (MRCO-W) is conducting market research on behalf of the Winn Army Community Hospital (WACH) located at Fort Stewart, Georgia. The purpose of this effort is to gather information regarding newborn metabolic screening tests, which are essential for the health and well-being of newborns.

The Secretary of Health and Human Services (HHS) recommends that all Military Health Systems utilize the Recommended Uniform Screening Panel (RUSP) for procuring these tests. This initiative aligns with the requirements set forth by the Army Medical Treatment Facilities (MTF) under the MEDCOM Regional Commands.

Work Details
The contractor will provide non-personal laboratory screening services for a core set of inherited metabolic disorders and supplementary screening tests. The services include:
- Provision of specimen collection materials such as cards, envelopes, labels, and pamphlets.
- Timely transport of collected specimens.
- Accurate and timely laboratory testing of specimens.
- Accurate interpretation of test results.
- Comprehensive reporting of results in a timely manner.
- Data management and technical assistance.
- Clinical consultation to laboratory and clinical staff within the Military Health Care System.
- Participation in quality assurance programs and reporting quality assurance data.

Additionally, the contractor must be accredited by an appropriate organization approved by CMS and provide results for various metabolic disorders as specified in the solicitation.
