New Support Equipment and New Spare and Sustainment Parts   2

The Naval Air System Command (NAVAIR), PMA263 (Program Office for Small Tactical Unmanned Systems), awarded a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract modification action with Contractor Insitu Inc., for new support equipment and new spare and sustainment parts in support of the RQ-21A Unmanned Aircraft System and ScanEagle Foreign Military Sales programs. This supports Naval Special Warfare (NSW), United States Marine Corps (USMC) and Foreign Military Sales (FMS) / International Integrated Product Teams (IPT). This award announcement is for notices N00019-21-RFPREQ-WPM263-0253 and N00019-20-RFQREQ-PMA263-0017.
This action is being awarded on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Insitu Inc. is the sole designer, developer and manufacturer of the RQ-21A Blackjack, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the government's requirements.
