Description

The Marine Design Center of the U.S. Army Corps of Engineers (USACE) is initiating this Request for Proposal (RFP) for the procurement of one new kingpost or pedestal (swing bearing) mounted crane which will be installed in a fixed location on a barge platform. The crane to be procured shall have a rated hook load capacity of 1,000,000 lbs. US at a radius of 50 feet (from the center of rotation of the crane) over the end of a barge.

The acquisition will be a negotiated, best-value procurement performed using the Contracting By Negotiation procurement process defined in Part 15 of the Federal Acquisition Regulations.

Proposals will be reviewed for completeness in satisfying the requirements of the RFP. Upon satisfactorily meeting the requirements in Section L of the solicitation, the proposals will be evaluated on their merit against the evaluation factors listed below:

Initial price proposals must be submitted along with initial technical proposals to the Contracting Officer in accordance with the requirements of Section L Instructions, Conditions and Notices to Offerors of the RFP. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offeror's best terms.

There will be Liquidated Damages associated with this procurement.

Bid guarantee, payment, and performance bonding will be required.
All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the SAM website at www.sam.gov . Instructions will be included in the solicitation.

Also, all Services Disabled/Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at https://www.vip.vetbiz.gov/.

Background

The crane to be procured shall have a rated hook load capacity of 1,000,000 lbs. US at a radius of 50 feet over the end of a barge. The acquisition will be a negotiated, best-value procurement performed using the Contracting By Negotiation procurement process defined in Part 15 of the Federal Acquisition Regulations.

Work Details
The contract consists of four phases: Phase I Planning, Scheduling and Engineering, Phase II Construct and Test, Phase III Delivery to Shipyard, and Phase IV Installation, Assembly, Barge Testing, Training and Final Acceptance.
The contractor shall include all costs to provide and deliver one heavy-lift crane including crane pedestal (or base, or kingpost) for welding to the barge, testing for the items specified under this contract including the pedestal, the crane, its components and materials, technical support and guidance to the shipyard contractor for the assembly of the crane on the barge, technical support and guidance to the shipyard contractor for operational performance testing and trials of the crane after integration on the barge at the barge shipyard facility, final acceptance demonstrations in conjunction with the shipyard contractor at the Corps’ designated point of Final Acceptance of the completed floating crane barge, training to Corps personnel after delivery of the floating crane.
