New Engineering Testing and Survey Services BPAs - Europe

Background
The United States Army Corps of Engineers (USACE) is issuing this solicitation to establish new Blanket Purchase Agreements (BPAs) for various types of engineering testing and survey services primarily in Europe, specifically Germany, Poland, and Belgium.

The goal of this contract is to provide structural investigations that will supplement design information for in-house and architect-engineer designed deliverables, as well as support the construction oversight for USACE projects. This acquisition is not set aside for small business concerns.

Work Details
The contractor will provide on-call structural testing support for U.S. Army installations across multiple countries including Germany, Poland, Belgium, Netherlands, Luxembourg, Norway, Denmark, Romania, Italy, and Hungary.

Services include performing inspections, testing, and investigations as per mandated procedures and regulations. The contractor must supply all necessary personnel, equipment, supplies, transportation, tools, materials, personal protective equipment, supervision, and other items required to perform the services outlined in the Performance Work Statement (PWS).

The contractor is responsible for establishing a Quality Control Plan (QCP) to ensure compliance with the PWS requirements. Investigations must be completed within thirty days of notification of the call award. The contractor must also collect samples as required by host nation regulations and send them to an accredited laboratory for analysis. All results must be reported electronically within three days after finalization by the lab.

Period of Performance
Five years from the date of agreement or until the total aggregate call amount of $9 million across all BPAs is reached.

Place of Performance
Germany, Poland, Belgium; with potential services in the Netherlands, Luxembourg, Norway, Denmark, Romania, Italy, and Hungary.
