This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Unsolicited proposals will not be accepted. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued resulting from this notice will be in a separate announcement.

The U.S. Army Corps of Engineers (USACE) Baltimore District is considering the re-procurement of an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for Cationic Polymer for the Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft statement of work (SOW). Cationic Polymer is used at Washington Aqueduct's Dalecarlia Water Treatment. Cationic Polymer shall conform to the requirements of ANSI/AWWA Standard, latest revision, except as modified or supplemented herein, and shall be certified to meet NSF/ANSI Standard 60

The purpose of this notice is to survey interest and obtain capability statements from industry. The North American Industry Classification System (NAICS) code for this re-procurement is 325180 Other Basic Inorganic Chemical Manufacturing, which has a small business size standard of 1,000 employees. Vendors interested in the re-procurement shall submit a capabilities statement with the following.

1. Company name, address, point of contact phone number and e-mail address, CAGE code, and UEI number.

2. Business size in relation to NAICS 325180, including small business category as applicable (woman-owned small business, service-disabled veteran-owned small business, etc.).

3. Narrative describing the company's capability of fulfilling the SOW.

This amendent is to add the statement below and to attach files A.02.10d Example Alternate Clause Rev1 and A.02.10c 52.216-2 Clause

Due to current economic conditions, the Government is considering whether to have the solicitation and contract include an economic price adjustment (EPA) clause, either FAR 52.216-2 Economic Price Adjustment-Standard Supplies' or an alternative EPA clause see attachments.

In addition to a capabilities statement, respondents should provide feedback and state whether the solicitation and contract should have an EPA clause. If an alternate EPA clause is preferred in lieu of FAR 52.216-2, provide feedback on the attached example, such as what Bureau of Labor Statistics (BLS) economic price index(es) should be used (Producer Price Index, Employment Cost Index, Import Price Index, etc.), what cost(s) should be subject to adjustment under the clause.
