Background
The National Highway Traffic Safety Administration (NHTSA) has been publishing comparative safety information on new vehicle models since 1979. The New Car Assessment Program (NCAP) aims to enhance pedestrian safety due to the rising number of pedestrian fatalities, which reached 7,080 in 2024.

This contract outlines NHTSA's requirements for conducting Crashworthiness Pedestrian Protection tests on production vehicles as part of the NCAP initiative.

Work Details
The Contractor shall provide all qualified personnel, facilities, services, materials, supplies, and equipment necessary to perform Crashworthiness Pedestrian Protection evaluations for NCAP vehicles. Key tasks include:
1. Conducting headform impact tests (both standard and active hoods) on assigned vehicle models according to the NCAP Crashworthiness Pedestrian Protection Test Procedure.
2. Performing FlexPLI and aPLI tests on designated vehicles.
3. Executing upper legform impact tests and qualification tests for various impactors as specified in the contract.
4. Preparing vehicles for testing, including necessary markups and documentation.
5. Providing optional NCAP testing services if requested by vehicle manufacturers.
6. Submitting detailed reports including Quicklook Reports, Draft Test Reports, and Final Test Reports with all required data and documentation.

Period of Performance
The contract will be performed over a period of 60 months from the effective date of the contract.
