Background
The Department of Veterans Affairs, specifically the Central Texas Veterans Health Care System, is issuing this solicitation for the replacement of all windows in Building 2J at the Dallas VA Medical Center. The project aims to enhance the building's energy efficiency and comply with current building codes and standards.

The work is part of a competitive Request for Proposals (RFP) that is set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor will provide all necessary labor, materials, and supervision to replace all windows in Building 2J, including operable and non-operable windows, skylights, atriums, storefronts, and glass replacements across all building levels. The project requires compliance with VA construction standards and includes demolition of existing materials, installation of new windows that meet energy efficiency standards, and ensuring a waterproof installation.

Specific tasks include:
- Preparing sites for construction operations;
- Moving furniture and equipment;
- Constructing temporary walls to minimize disruption;
- Adhering to safety and infection control measures;
- Restoring any damage to interior finishes;
- Submitting a phasing plan;
- Conducting weekly project update meetings; and
- Providing as-built drawings upon completion.

All window replacements must match existing sizes and finishes, with specific security requirements for certain areas.

Period of Performance
The contractor shall complete the work required under this SOW in 548 calendar days after the Notice to Proceed is issued.
