Amendment 0003. See attached amendment. This proposal due date is amended to 21 March 2022, 12 p.m. Central Standard Time. The purpose of this amendment is as follows:

1. Post Amendment 3 Attachment 3 Questions and Answers W81K04-22-R-0005 Neurocognitive Assessment Testing and Support Services as of 9 Mar 2022.

2. Delete DFARS Clauses as follows:

a. DFARS Clause 252.237-7023 Continuation of Mission Essential Functions

b. DFARS Clause 252.237-7024 Notice of Continuation of Essential Contractor Services

3. Update Performance Work Statement as follows:

a. Paragraph 5.3.1. Software Updates. Last sentence of paragraph deleted.

b. Paragraph 6.1.1. Mandatory. Deleted NCAT Program Office, Data Management Standard Operating Procedure.

4. Revise Addendum to 52.212-1 as follows:

a. Subparagraph Table l.k. Volume II Technical Quality Proposal. Item 5 Cross Reference has been deleted.

Background
The solicitation is for Neurocognitive Assessment Testing (NCAT) and Support Services for the U.S. Army Medical Command’s neurocognitive assessment program, designed to provide baseline neuropsychological testing for deploying military and DOD civilian personnel. The emphasis on neurocognitive assessment is due to injury mechanisms related to contemporary enemy warfare tactics involving explosive devices.

Work Details
The contractor is required to provide all services necessary to support the DOD NCAT Program, including NCAT testing of military and DOD civilian personnel. This includes functional, technical, and administrative services, equipment, materials, supplies, facilities, logistical and scheduling services necessary to support the program. The contractor will also conduct data collection and reporting, provide information management, logistics, test result tracking and trending, and maintenance of software and IT equipment for the NCAT Program.

Period of Performance
The period of performance is from 03-JUL-2022 to 02-JUL-2023 for the base year with options for subsequent years up to 02-JUL-2027.

Place of Performance
The contract services will be provided at various locations including Fort Sam Houston/San Antonio, TX.
