Items must be new and delivered in manufacturer’s original packaging with identification and instructions for use.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract history with Scanlan International, including contract 36C24926P0184 (replacement of Scanlan OR instruments—forceps and micro scissors with accessories) valued at $61,950 and contract 36C24225P0982 (Scanlan forceps) valued at $37,200. The current requirement to replace aging Scanlan® micro neurosurgery instruments (including micro forceps and micro scissors) and maintain compatibility with existing Scanlan micro sets aligns with these prior instrument replacement efforts, suggesting continuity in the same type of surgical instrument procurement.

The purpose of this procurement is to replace aging Scanlan micro neurosurgery instruments and increase instrument capacity to support brain tumor resections and complex spine procedures requiring micro anatomy dissection.
