Network Analyzer   4

NASA/GSFC has a requirement to acquire a Network Analyzer for the Flight Microwave and Telecommunications Branch (FMT) at Goddard Space Flight Center (GSFC) in Greenbelt, MD. The FMT owns and operates the Goddard Electromagnetic Anechoic Chamber to measure antenna radiation patterns for flight, and ground radio frequency antennas, airborne instruments antennas, and research and development antennas. To enable the antenna measurements, one of the key hardware assets in the antenna chamber is a PNA-X microwave network analyzer, automated and remotely accessed with internally developed custom GSFC software. The requirement is to procure a new replacement PNA-X microwave network analyzer as a drop-in replacement for the existing equipment that must meet all interface and performance requirements.

NASA/GSFC intends to issue a sole source contract to acquire the items from Keysight, Inc. In accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, Keysight, Inc. is the only company that can provide the unique qualifications and specialized skills to provide the network analyzer system that meets the technical requirements in the Statement of Work (SOW).

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort via email to Alpana Jenne at Alpana.K.Jenne@nasa.gov no later than 2pm EST on July 18,2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
