Netc Library Support Services

The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13 and 19.15) with Calique Management Solutions Inc., 4 Industrial Park Drive, Suite D, Waldorf, MD. 20602-2757 as the only responsible Economically Disadvantaged Women-Owned Small Business (EDWOSB) source that is capable of providing Library Support Services at the National Emergency Training Center (NETC), located at 16825 South Seton Ave. Emmitsburg, MD 21727.

Specifically, the contractor will manage library services in support of the National Emergency Training Center (NETC) staff and students, the Nation's fire and emergency management communities and members of the public with an interest in the fire service and emergency management. The Contractor's management of library services shall provide evidence of its commitment to day-to-day library operations and to continually improve the effectiveness of services.

This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13) and the Economically Disadvantaged Women-Owned Small Business program (EDWOSB) IAW FAR 19.15. This requirement is 100% set-aside EDWOSB concerns. The intended procurement will be classified under North American Industry Classification System (NAICS) 519210 with a Small Business Size Standard of $21M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, EDWOSB parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
