The solicitation is Request for Proposal (RFP) number 70FA2018R00000013.

Provisions and clauses in effect through Federal Acquisition Circular 2005-99 effective June 15, 2018 are incorporated. It is the offeror's responsibility to be familiar with the applicable clauses and provisions.

This is a total Small Business (SB) set-aside under NAICS Code 561210 - Facilities Support Services, the size standard of which is no more than $38.5M in average annual receipts for three (3) preceding years.

This is a requirement for National Emergency Training Center (NETC) Facility Operations & Maintenance (O&M) Support Services for the United States Fire Administration (USFA) / Management, Operations, and Support Services (MOSS) Division / Facility Management Branch (FMB). A description of requirements for the items to be acquired are amongst the included eleven (11) attachments, a listing of which can be found at Contract Documents, Exhibits, and Attachments within Attachment 1 - RFP Clauses-Provisions-Addenda, within this combined synopsis/solicitation.

The place of performance is the National Emergency Training Center (NETC) located at 16825 S. Seton Avenue, Emmitsburg, MD 21727. The period of performance is a one-year base period and four (4) one-year option periods starting October 1, 2018. Therefore, the total potential period of performance of this requirement is five (5) years from October 1, 2018 - September 30, 2023.

The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition, and addenda to the provision are included within this combined synopsis/solicitation.

The provision at 52.212-2, Evaluation-Commercial Items, does not apply to this acquisition. Reference addenda in Attachment 1 - RFP Clauses-Provisions-Addenda for a Description of Evaluation Factors and Procedures.

Concerning the inclusion of a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, with the offer, Offerors shall instead return a completed copy of Attachment 6 - Responses to Solicitation Provisions and Clauses.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, and there is no addenda to the clause.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The additional FAR clauses cited in this clause applicable to this acquisition are indicated within Attachment 1 - RFP Clauses-Provisions-Addenda.
