Background
The National Environmental Satellite, Data, and Information Services (NESDIS) within the National Oceanic and Atmospheric Administration (NOAA) is issuing a competitive Request for Project Proposal (RPP) to identify and implement innovative approaches to satellite mission operations.

The goal is to lower the cost of observations while incorporating new technological advancements that align with NOAA’s mission to understand and predict changes in climate, weather, oceans, and coasts. NESDIS is responsible for providing timely access to global environmental data from satellites to enhance the Nation's economy, security, environment, and quality of life.

Work Details
The contract involves delivering a multi-constellation commercial satellite operations service with operational capabilities beginning no later than calendar year 2029. Key tasks include:

1. Providing Command and Control (C2) capabilities for NOAA JPSS and SOLAR-1 satellite operations through a commercial service approach defined via Service Level Agreement (SLA). This includes command generation, telemetry processing, mission planning, satellite navigation, and conjunction analysis.

2. Maintaining operational capabilities for current satellites while supporting future missions like JPSS-3 and SOLAR-A/B.

3. Executing decommissioning of spacecraft at the end of their mission life as directed by the Government.

4. Delivering science data from Government-provided ground stations to cloud-based processing systems.

5. Meeting operational performance requirements as detailed in Appendix A: Key and Driving Mission Requirements.

Period of Performance
The period of performance will depend on activities identified in whitepapers submitted by bidders and will be negotiated prior to the issuance of Other Transaction Agreements (OTAs). Solutions must facilitate commercial satellite operations service for all currently operational satellites no later than calendar year 2029.

Place of Performance
The contract will primarily be performed at NOAA headquarters in Silver Spring, MD, but may also involve other locations as necessary for satellite operations.

Bidder Requirements
Bidders must demonstrate innovative approaches that are cost-effective for multi-constellation commercial satellite operations services. They should have experience with both current geostationary missions (GOES-R and GeoXO) and polar missions (JPSS), as well as space weather missions (SOLAR-1, SOLAR-A/B). Specific qualifications related to staffing credentials, security clearances consistent with FISMA High Impact Level standards, and compliance with NIST IT Security Controls are required.

The National Environmental Satellite, Data, and Information Services (NESDIS) within the National Oceanic and Atmospheric Administration (NOAA) is issuing a competitive Request for Project Proposal (RPP) with the intent of awarding one (1) or more Other Transaction Agreement(s) to identify and implement new and innovative approaches to satellite mission operations that can lower the cost of observations used to meet NOAA's mission requirements, while including new, value-added technological advancements.
