Description

The objective of this requirement is to provide NEOD with advanced specialized EOD courses of instruction specifically designed to train EOD Technicians assigned to Naval Special Warfare Forces (NAVSOF) and Army Special Operations Forces (ARSOF) Troops and Companies supporting Counter Terrorism and Near Peer operations deployed throughout all regions of the world.

Background
Navy Explosive Ordnance Disposal (NEOD) Group Commanders provide forces in support of Fleet Commanders and Navy Component Commander, Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Mine Countermeasures (MCM) Task Forces/Groups, Naval Special Warfare NSW) Squadrons, Army Special Operations Forces (SOF), Military Sealift Command (MSC), Unified Theatre Commanders, Navy Regional Commanders, and contingency operations. NEOD Special Operations Force Companies provide EOD Command and Control and tactical capabilities to support Naval Special Warfare Squadrons (NSWRONS) and U.S. Army Special Forces Groups (ARSOF). NEOD support requirements and missions are functionally organized to locate, identify, and mitigate or render-safe ordnance or associated hazards and threats to provide Ground Force Commanders freedom to maneuver on the battle field.

Work Details
The Contractor shall provide all instructors, labor, role players, training aids, materials (including explosives), facilities, ranges, classrooms, and equipment necessary to instruct and train USN EOD personnel as delineated in this. The training curriculum shall be designed to a three week block of instruction that includes both classroom and practical instruction regarding improvised and homemade explosives and devices followed by instruction regarding advanced access techniques. The Contractor shall provide classroom instruction and a series of technical, practical, and full mission profile type exercises to prepare EOD Operators to achieve the listed course objectives in Section 9. The Contractor shall provide classroom and practical instruction for a maximum of 14 students.

Period of Performance
The course will provide between six and twelve hours of instruction per training day, with an average of eight hours of training per day over the entire course of instruction may be required up to ten (10) times during the period of performance. The projected course schedule spans from July 17th, 2023 to July 24th, 2024.

Place of Performance
The course will be taught within a fifty-mile radius of Joint Expeditionary Base (JEB) Little Creek, VA. An exception for up to one week (five consecutive business days) of training may take place within 200 miles of JEB Little Creek for any portion that involves improvised or homemade explosives due to limited explosive ranges in the vicinity.
