Description

This project is for the design and construction of Modernization of the long wing on the 6th and 7th Floors at NEOB along 17th Street. The scope includes demo, abatement, design, and construction. See Section 2.1 of the Scope of Work for detailed project requirements.
The project is a change in use of space.
The project is a change in occupancy. The hallway and office configurations are being reorganized.
The D/B Contractor shall coordinate work and gain approvals required in this Statement of Work (SOW) with the Contracting Officer (CO) and Contracting Officer's Representative/Project Manager (COR/PM) as required.

(1) This procurement is being conducted using the two phase selection process found in FAR 36.3. Qualification proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two. One contract will be awarded using competitive negotiation. In Phase 1, GSA will select a short list of the most highly qualified offerors and request that those offerors submit Phase 2 proposals. All responsible sources may submit a Phase 1 proposal. A maximum of 3 firms will be selected to submit Phase 2 proposals. Only those selected offerors are authorized to submit Phase 2 proposals. Those offerors not selected for participation in Phase 2 will be notified in accordance with FAR 15.503(a).
(2) This Solicitation is set-aside for Small Businesses, in accordance with FAR 19. This Solicitation sets forth requirements for Phase 1 qualifications proposals and the evaluation factors for Phase 2 proposals for a Contract to construct the Project. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein
(3) Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer.

NO PRICING PROPOSAL IS REQUIRED TO BE SUBMITTED DURING PHASE I.

Background
The project involves the modernization of the long wing on the 6th and 7th Floors at NEOB along 17th Street. The building is located in the White House Complex and houses employees of the executive branch. The renovation is necessary due to normal wear and tear, outdated office systems, and changes in office layouts.

Work Details
The scope includes demolition, abatement, design, and construction. The project requires professional architect/engineer services, contract management, construction services including materials, labor, and supervision, as well as professional inspection and testing services.
The project must be completed on time, within budget, with no safety incidents or security violations.

Period of Performance
The overall Period of Performance is 450 calendar days from Notice To Proceed (NTP) to Project Closeout. It includes 150 calendar days for design services after NTP, 270 calendar days for construction to Substantial Completion after 100% Approval, and 30 calendar days for Project Closeout after Substantial Completion.

Place of Performance
The project will be performed at NEOB along 17th Street in Washington, D.C.
