Description

This solicitation is for the rental of Negative Pressure Wound Therapy Systems for all medical centers within VISN 5 (Maryland, West Virginia, & Washington, DC).

The government is contemplating awarding a five (5) year, multi-award Blanket Purchase Agreement from this solicitation. There could be up to three (3) awards.

If you are a distributor, you must supply your authorized distributor letter.

This solicitation is unrestricted.

NAICS is 339112 & PSC is W065.

All final proposals shall be submitted by 12:00PM EST on Wednesday, April 2, 2025 to Phillip.Duba@va.gov.

All technical proposals must include the Brand, Make, & Model of the NPWT system that you are offering.

Proposals will be evaluated by comparative analysis using technical, past performance, and price as the evaluation factors.

The Government will formulate its offer from the information submitted.

The Government reserves the right to exchanges/ discussions with Best-Suited Contractor

Once the Government determines the contractor that is best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address and remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical and price.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the rental of Negative Pressure Wound Therapy (NPWT) Systems to support inpatient wound care across all medical centers within the VA Capital Health Care Network (VISN 5), which includes locations in Maryland, West Virginia, and Washington, DC.

The goal is to establish a multi-award Blanket Purchase Agreement (BPA) for a five-year period, allowing for up to three awards. This solicitation is unrestricted, encouraging participation from various vendors.

Work Details
The contractor will provide all necessary resources to deliver and maintain Negative Pressure Wound Therapy Systems at the following locations: VA Baltimore Medical Center, VA Loch Raven Medical Center, VA Perry Point Medical Center, VA Beckley Medical Center, VA Huntington Medical Center, VA Clarksburg Medical Center, VA Martinsburg Medical Center, and VA Washington DC Medical Center.

Key tasks include:
- Delivering NPWT systems within 24 hours of order placement via telephone or a web-based portal.
- Conducting safety inspections of all units prior to placement at medical centers.
- Providing operator manuals for users.
- Placing requested units in designated departments as specified by each location.
- Delivering replacement pumps within 24 hours when a unit is taken out of service.
- Offering training at no additional cost to all staff using the equipment on multiple shifts as needed. Training must also be provided for any equipment upgrades during the contract period.
- Collaborating with facilities for equipment removal and ensuring that pickup/return shipping costs are covered by the contractor.
- Submitting electronic invoices monthly in arrears with detailed information including duration of rental and contact details.

Place of Performance
All VISN 5 Medical Centers located in Maryland, West Virginia, and Washington DC.
