The Measurement and Signature Intelligence (MASINT) Research and Development Initiative (RDI) is a joint effort between the National MASINT Committee (MASCOM) and the National MASINT Office (NMO). The MASINT RDI seeks revolutionary or innovative R&D focusing on the next generation of capabilities and platforms to advance the MASINT enterprise. Competitive submissions will develop new MASINT capabilities currently not resident in legacy systems, but may significantly improve existing MASINT capabilities, and/or will apply techniques developed for commercial or non-intelligence applications to current intelligence gaps in an ingenious manner (i.e., innovation). Potential projects will be considered if the benefits clearly outweigh the cost and time involved to mature innovative ideas into functioning MASINT capabilities. Successful projects are those that transition into an operational capability.

Fiscal Year 2025 Measurement and Signature Intelligence (MASINT) Research and Development Initiative (RDI-25). The following is overview for timelines:

RDI-25 White Paper Submission and Evaluation:

24-25 January2024: MASINT Industry Day Presentation Sessions with Offerors

Background
This Broad Agency Announcement (BAA) issued by the Defense Intelligence Agency (DIA) Future Capabilities & Innovation Office seeks revolutionary or innovative research and development for the Measurement and Signature Intelligence (MASINT) enterprise. The MASINT Research and Development Initiative (RDI) is a joint effort between the National MASINT Committee (MASCOM) and the National MASINT Office (NMO) to advance next-generation capabilities and platforms.
It aims to improve existing MASINT capabilities and apply commercial or non-intelligence techniques to fill current intelligence gaps. The goal is to mature innovative ideas into operational capabilities that transition to government use.

Work Details
Competitive submissions must develop new MASINT capabilities not resident in legacy systems, significantly improve existing capabilities, or apply commercial techniques to current intelligence gaps. Tasks include rapid proof-of-concept testing and short-duration prototypes under various award instruments (contracts, grants, cooperative agreements, technology investment agreements, and other transactions).
Proposers must clearly define tasks and subtasks, objectives, approaches, responsible organizations, dependencies, completion criteria, and deliverables; present technical rationale, approach, and management plans; articulate innovation claims and deliverables; describe transition and commercialization plans; compare with existing efforts; identify major technical risks and mitigation strategies; and describe facilities. Each proposal consists of a Technical and Management volume (Volume I) and a Cost Proposal volume (Volume II) formatted per BAA instructions, including specified page limits and cover sheet data.

Period of Performance
For FY25 MASINT RDI (RDI-25): the white paper submission window opens 1 March 2024 and closes 29 March 2024; offerors receive government intent notifications in Summer 2024; MASINT RDI project awards begin 1 October 2024, subject to funds availability. The overall BAA open period runs from 26 December 2018 to 25 December 2023, with subsequent CALLs issued over a five-year period specifying individual proposal deadlines and periods of performance.

Place of Performance
Work to be performed at offeror facilities, including on-campus university sites or other locations as specified in individual CALLs or awards; potential collaboration at government facilities as required.

Bidder Requirements
All responsible sources capable of satisfying the BAA objectives are eligible; historically underrepresented groups (HBCUs, Minority Institutions, and small businesses) are encouraged to submit, though no exclusive set-aside exists. Federally funded research and development centers and government entities must demonstrate the proposed work is not available from the private sector and provide sponsor authority letters. U.S. academic institutions must submit an Academic Institution Acknowledgement Letter signed by a senior official before negotiations.
Non-U.S. parties may participate if compliant with applicable statutes and regulations. Proposers must provide a DUNS number, Taxpayer Identification Number, and CAGE code. Cost sharing is voluntary.
Participants must disclose and manage organizational conflicts of interest per 18 U.S.C. 203/205/208, and current DIA SETA contractors cannot serve as technical performers without written approval. Proposals must adhere to specified format, volume structure, page limits, and submission procedures.
