Incumbent Analysis (see Incumbents section for more detail)
The prior contract ND OMAD 2024(1) Minuteman Missile Access Roads (6982AF26C000020) lists BLU Riderz as the awardee for $4,335,000, covering re-graveling several miles of existing gravel roads in multiple North Dakota counties. The current ND OMAD 2025(1) Minuteman Missile Access Road scope similarly calls for roadway reconditioning/re-graveling, adding a 4-inch aggregate surface course (within the existing roadway bench), and replacing culverts, which appears to be a continuation of the same DAR/Minuteman access road maintenance and improvement work.
