NCIS REACT Body Armor

Background
The Naval Criminal Investigative Service (NCIS) is seeking to procure Ballistic Body Armor Plate Carriers (BBAPC) in support of the NCIS Regional Enforcement Action Capabilities Team (REACT). The purpose of this armor is to increase operator safety and survivability during high-risk enforcement operations. The equipment is required on an as-needed, intermittent basis.
NCIS directly contributes to the operational readiness of the Department of the Navy by identifying and neutralizing criminal threats impacting DON-affiliated personnel, assets, installations, and acquisition in all domains around the globe. The REACT program supports high-risk investigations and enforcement operations within the United States, similar to Special Response Teams/Special Weapon and Tactics teams at the local law enforcement level.

Work Details
The contract requires the procurement of Ballistic Body Armor Plate Carriers (BBAPC) meeting specific technical specifications. These include requirements for NIJ certification, ballistic resistance test results, labeling, FBI testing standards, warranties, liability insurance, multi-cam design with modular webbing, gender-neutral design, no recycled components, support for level IV plates, Berry Act compliance, and other detailed specifications for construction and features.
