NCIS Cornerstone Software Solution Enhancement and Implementation Support

Background
The Naval Criminal Investigative Service (NCIS) is seeking industry feedback and potential sources for the unclassified enhancement of Cornerstone Case Management System (CMS) and the implementation of a classified version of the unclassified Cornerstone CMS. The Department of the Navy (DON) Law Enforcement (LE) community is currently implementing a modernized unclassified Case Management System (CMS) using Column Case Management Inc., software solution. The configured CMS is branded as Cornerstone, and is anticipated to be in production in the summer of 2023. NCIS is seeking information about obtaining services to implement emergent requirements to enhance the capabilities of the unclassified production version of Cornerstone CMS. In addition, DON LE is seeking information about the implementation of a classified/SIPR version of the configured NIPR Cornerstone CMS.

Work Details
The contractor must have technical expertise and experience to configure and develop the software solution Column Case Management to provide enhancements to the unclassified version. Enhancements will be identified as emergent requirements, and the contractor must have the ability to determine the level of effort required and execute specific emergent requirements once identified.

The contractor must also have technical expertise to implement system interfaces so systems and data sources can be integrated with both the unclassified and SIPR versions of Cornerstone; continually expanding access to users will further enable and enhance investigations and operations in both Impact Level (IL) 5 & 6 environments. Additionally, security requirements are a key task through the project, including compliance with applicable DoD security controls, FIPS 201, HSPD-12 Policy for Common Identification Standard for Federal Employees and Contractors, and coordination with the government to apply applicable security controls and provide appropriate artifacts to obtain a Memorandum for Change for inclusion into a DON accreditation.
