Description

The purpose of the RFI is to conduct Market Research to determine the feasibility of combining multiple information technology services contracts into a single, multiple award Blanket Purchase Agreement (BPA). Primary work locations are Bethesda, MD; Rockville, MD; and Frederick, MD. The purpose of this requirement is for professional IT services, providing the National Cancer Institute (NCI) Divisions, Offices and Centers (DOCs) with critical and complex IT services that support their scientific, business and administrative requirements, assisting them in achieving NCI's mission. The professional services specified herein shall support the NCI in strategically acquiring, planning, developing, implementing, and managing IT services and capabilities. Efforts shall include, but not be limited to: program and project management, Chief Information Office (CIO) support, training, IT operations and maintenance, IT service desk, information systems security, IT architecture and engineering, cloud computing services, enterprise platform management, ITSM process implementation and governance, and Section 508 accessibility support. The National Cancer Institute (NCI), Office of Acquisitions (OA) has issued a Request for Information (RFI) titled "Center for Biomedical Informatics and Information Technology (CBIIT) Information Technology Support Services." The purpose of this RFI is to conduct market research and determine the feasibility of combining multiple information technology services contracts into a single, multiple award Blanket Purchase Agreement (BPA). The primary work locations for this requirement are Bethesda, MD; Rockville, MD; and Frederick, MD.

The objective of this requirement is to provide professional IT services to support the NCI Divisions, Offices, and Centers in achieving their scientific, business, and administrative requirements. The services include program and project management, CIO support, training, IT operations and maintenance, information systems security, IT architecture and engineering management, cloud computing services, enterprise platform management, IT service desk support, Section 508 accessibility support, and ITSM process implementation and governance.

The anticipated task areas for this BPA include program management, project management, CIO support, training, IT operations and maintenance, information systems security, IT architecture and engineering management, cloud computing services and management, IT service desk support, enterprise platform management, Section 508 accessibility support, and ITSM process implementation and governance.

Interested offerors are requested to provide feedback on their interest in each task area and their capability to perform without partners/subs. They are also asked to provide information on past performance records in these task areas as a prime contractor or subcontractor. Additionally, respondents are asked to indicate if they would need to partner or subcontract with other businesses to meet the requirements.

Responses to this RFI should not exceed 10 single-sided pages and must be submitted electronically by March 5, 2021. This RFI does not obligate the government to award a contract or pay for the information provided.
