Description

Description: The NCATS Secure Scientific Platform Environment (the "Environment") is a specialized cloud-based data aggregation and analytics enclave that can integrate, manage, secure, and analyze any kind of scientific data, and provide secure, controlled access to internal and external collaborators.
Within the Environment, multiple NIH institutes and centers (ICs), Federal agencies, and Federal task forces integrate, manage, secure, and analyze all types of scientific data using dedicated platforms, and, equally importantly, make that data available in specific and controlled collaborations with each other and with external collaborators.

Purpose and Objectives: In accordance with the software requirements defined in the Statement of Work (attached), the contractor shall provide the NCATS Secure Scientific Platforms Environment, professional services as needed to support these requirements, and cloud hosting to support these requirements.

Project requirements: See the attached Statement of Work for a full discussion of the requirements for this project.
Anticipated period of performance: Performance to begin 9/28/2022. Anticipated period of performance is at least one year and possibly up to three years, depending on the results of market research and the outcome of acquisition planning.

Non-Competitive (Single-sole Source (Including brand-name)) Determination:
This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to:
Palantir Technologies, Inc.

Sole-Single Source Justification:
The determination by the Government to add this in-scope work to award a contract without providing for full and open competition is based upon the following rationale:
1. Sole-source award will avoid unacceptable delays in fulfilling the agency's requirements.
2. This is the continuation of a program for which Palantir was the only vendor capable of meeting all NIH requirements.
3. Palantir possesses FedRAMP certification and has obtained the ATO authorizing operation of the Environment.
4. The incumbent has developed unique insights into the data challenges of these users that will be difficult to replicate within a reasonable period of time.
5. Palantir provides the unique capability to provide the Environment as an integrated service.

Closing Statement:
THIS NOTICE OF INTENT TO AWARD A CONTRACT/PURCHASE ORDER ON A SOLE-SOURCE BASIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice.
A determination by the Government not to compete this proposed work based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide
capabilities for fulfilling the Comprehensive Service Agreement requirements contained in this notice and include your Unique Entity ID, Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM)www.sam.gov. All responses must provide evidence that they can provide the requested services immediately upon order and in accordance with all Federal information system security requirements.

All responses must be received by the closing date and time of this announcement and must reference the notice number, 75N95022R00089. Responses must be submitted to Samson Shifaraw, Contract Specialist, at samson.shifaraw@nih.gov.
