Title: Bureau of Reclamation (BOR), Northern California Area Office (NCAO) Armed Security Services
This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists currently. This notice is being issued to help determine the availability of qualified Small Business Association (SBA) 8(a) small businesses technically capable of meeting the Government requirement and to determine the method of acquisition, including whether an SBA 8(a) small business set-aside is possible.
All eligible and qualified SBA 8(a) contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of SBA 8(a) small business contractors who have the equipment, experience, technical level of expertise, administration and management capability to perform the effort described below. The capability statements received will be used to determine BOR's overall procurement strategy. The Contractor shall furnish all labor, along with needed level of supervision, management, equipment, materials, transportation, training, and supplies required to plan, schedule, coordinate, and assure effective performance of a fully functional and operational security force.
Performance requirements:
The Contractor shall furnish an armed security force with knowledge, skills, and abilities in critical infrastructure protection to guard the Shasta Dam from threats until law enforcement resources arrive. The Contractor shall perform to the standards required in the performance work statement.
Period of Performance and Project Location:
> Period of Performance - Anticipated to be 5 years (base + 4 option years) from awarded date.
> Project Locations - Shasta Dam and surrounding areas:
- Shasta Security Control Center (Main Guard Post)
- Shasta Power Plant Camera Control Room
- East and West Shasta Dam Abatements
- Shasta Dam Tour Hours: additional posts are the Shasta Dam Tour Elevator, Shasta Dam Power Plant Interior, and the Visitor Center
- A minimum of 9 guards shall be onsite during 0830-1630 time frame
The North American Industry Classification System (NAICS) Code for this acquisition is 561612 - Security Guards and Patrol Services. The small business size standard for this NAICS code is $29.0 Million.
Interested Contractors may submit capability statements that include the following information: (1) Firm's name, address, telephone number, SBA 8(a) status (active, Joint Venture, Indian Tribe or an Alaska Native Corporation). (2) Point of contact including name, position, phone number and email address. (3) Demonstration of the firm's previous experience as a prime or subcontractor performing this service. (4) Capability statements are to be received no later than 3:00 PM Pacific Standard Time on Thursday, February 09, 2023.
