NC-ALLIGATOR RIV NWR- FUEL BREAKS

Background
The Alligator River National Wildlife Refuge (NC-ALR) is seeking a service contract for the mastication of five fuel breaks in Dare County, NC. These breaks are intended to protect the communities of Mashoes, Manns Harbor, and Stumpy Point from large wildfires that have historically threatened these areas.

The refuge aims to mitigate risks associated with wildfires, which can lead to significant costs and safety concerns for both the public and firefighters.

Work Details
The contractor will be responsible for the following tasks:
1. Mastication of five designated fuel breaks to create areas of lighter fuels that will help moderate fire behavior.
2. Specific treatment areas include:
a) Mashoes Ditch Bank - create a 20-foot shaded fuel break using rubber-tracked or wheeled equipment;
b) Mashoes Marsh - full break with amphibious mastication;
c) Manns Harbor - full break with amphibious mastication;
d) South Stumpy Point - full break with amphibious mastication;
e) Parched Corn Bay A - full break with amphibious mastication.

The total area to be treated is approximately 28,282 acres across various locations, utilizing techniques appropriate for the wet and mucky soil conditions.

Period of Performance
The contract period of performance is from July 20, 2026, to December 31, 2026.

Place of Performance
The work will be performed at Alligator River National Wildlife Refuge located near Manteo, North Carolina.

Bidder Requirements
This solicitation is set aside for Small Businesses. Bidders must demonstrate technical experience in hazardous fuel reduction services and provide evidence of past performance on similar projects. Key personnel qualifications must be included in proposals.
