Amendment 0001:

The purpose of Amendment 0001 is to answer questions submitted from contractors (See Attachment Q1). All changes to Attachments L1 and M1 can be found in red font. Exhibit A, Attachments C1, C2, T1, T2 have been revised in accordance to Atttachment Q1. In addition, this amendment changes the Point of Contact information.

The due date of proposals remains unchanged.

This is a Request for Offer. The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at St. Inigoes, MD, announces its intention to procure, on a competitive basis, the services necessary to provide systems engineering and evaluation, Small Unmanned Air Systems (SUAS) Reusable Architecture (SRA) cybersecurity, technical management support, and SRA life cycle support for new and existing SUAS.

Offerors shall submit all proposal volumes in response to this RFP electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) portal at https://piee.eb.mil at RFO# N0042126R1006. Offerors and their subcontractors shall ensure the proper company points of contact are registered on the site.

Background
The Naval Air Warfare Center – Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at St. Inigoes, MD, is seeking to procure services for systems engineering and evaluation, cybersecurity, technical management support, and life cycle support for Small Unmanned Air Systems (SUAS).

This initiative aims to enhance the capabilities of both new and existing SUAS through a competitive procurement process.

Work Details
The contractor will provide the following services:
1. Systems engineering and evaluation for SUAS;
2. Cybersecurity support for Small Unmanned Air Systems Reusable Architecture (SRA);
3. Technical management support;
4. Life cycle support for both new and existing SUAS.

The work will involve utilizing SRA Reference Implementation Prototypes (RIPs) to standardize key interfaces, including:
- Developing a baseline hardware and software architecture that decomposes SUAS into functional components with supporting Interface Control Documents (ICDs);
- Implementing reference hardware and software that supports baseline capabilities;
- Adapting widely-supported open-source software to meet Department of Defense (DoD) cybersecurity requirements for developmental and fielded SUAS.

The contract will be performed at the Naval Air Warfare Center Aircraft Division, Webster Outlying Field (WOLF), located in St. Inigoes, MD.
