NAWCAD WOLF SCMS Life Cycle Support (LCS) RFP   4

This is a Request for Proposal (RFP) for the Life Cycle Support Solicitation, N00421-20-R-0145 in support of the Special Communication Mission Solutions (SCMS) Division of Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF). The Government's intent is to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period with Cost Plus Fixed Fee Level of Effort (LOE) type Orders. The estimated award date is 7 September 2021.

Description of Requirement: The Naval Air Warfare Center - Aircraft Division, Procurement Group, at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide Life Cycle Sustainment (LCS) of C5ISR systems including in-service and engineering support, Integrated Product Support (IPS), technical data and configuration management, and technical and project management support, for the SCMS Division.

The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors regarding this requirement. All questions regarding this procurement must be submitted via e-mail to samantha.leap@navy.mil and may.dimitrov@navy.mil. The Government requests that all questions be received within 10 calendar days of the date the solicitation is issued. Questions received after 10 calendar days may not be answered prior to the proposal due date. All responses must include the following information: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.

This procurement will be a full and open competition. The solicitation number is N00421-20-R-0145. The North American Industry Classification System (NAICS) code is 541330 Engineering Services, with a small business size standard of $41,500,000.00. The Product Service Code (PSC) for this requirement is J059 - Maintenance, Repair, and Rebuilding of Equipment Electrical and Electronic Equipment Components. This requirement is a follow-on procurement to N00421-18-D-0062. Any resultant solicitation will be released on the beta.sam.gov.
