INFORMATION:

NAWCAD is issuing this Special Notice as a means to provide Industry with the opportunity to provide feedback, concerns, suggestions and comments on the attached DRAFT Statement of Work (SOW) and PWS (MSE), specifically Paragraph 3.4 and subparagraphs, and the DRAFT Hours Estimate (MSE Draft Hours) prior to the release of the RFP.

Additional information concerning this procurement was posted via Sources Sought on 14 July 2022.

The Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing this Special Notice to provide industry stakeholders with an opportunity to give feedback on the draft Statement of Work (SOW) and Performance Work Statement (PWS) related to Mission Systems Engineering.

This initiative aims to enhance collaboration and ensure that the requirements are well understood before the formal Request for Proposal (RFP) is released. The agency's mission involves supporting the development and acquisition of aircraft and weapon systems.

Work Details
The contract encompasses various tasks including:
- Leading and guiding technical staff on a per-project basis.
- Serving as a point of contact for clients or customers.
- Applying analytic techniques to evaluate project objectives.
- Performing management, technical, or business case analyses.

3. Various SCA labor categories including Computer Programmers, Drafter/CAD Operators, Electronics Technicians, Engineering Technicians, General Clerks, Technical Writers, Truck Drivers, and Warehouse Specialists.
