Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Ship and Air Integrated Warfare (SAIW) division is tasked by Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) ships and PEO Integrated Warfare Systems (IWS) to procure, on a competitive basis, services to provide engineering and technical services to support the production, Lifetime Support Engineering (LSE), and In-Service Engineering (ISE) for Radio Communication System (RCS) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems aboard U.S. Navy surface combatants and at associated shore sites. This requirement is a follow-on procurement for N00421-20-D-0004.

Work Details
The contract requires systematic Quality Assurance (QA) methods to be used in the administration and surveillance of tasking under the Contract. The intent is to ensure the Contractor performs In Accordance With (IAW) the Statement of Work (SOW) and receives the quality of services called for in the Contract.

The Contract will have Cost-Plus-Fixed-Fee (CPFF) term Contract Line Item Numbers (CLINs) for labor and cost reimbursable CLINs for Other Direct Costs (ODCs). The Contract will have a five-year ordering period. The Contractor is responsible for the Quality Control Plan (QCP), while the Contractor Surveillance Plan (CSP) provides Government surveillance oversight of the Contractor’s efforts to assure they are timely, effective, and delivering the results specified in the Contract.
