Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing Solicitation N0042126Q1219 for the procurement of RCS Shock Testing services. The goal of this contract is to purchase these services on a firm fixed-price basis from Hi-Test Laboratories, the original equipment manufacturer (OEM). This procurement is being conducted under the authority governing the acquisition of commercial items.

Work Details
The contractor will provide shock testing services for shipboard antennas AS-1735/SRC and AS-4163/URC. The tasks include:
1. Pre-Test Services:
- Prepare formal test procedures and design packages in accordance with MIL-DTL-901E and applicable notes. Each unit listed will have a separate test procedure.
- Fabricate required fixtures and dummy weights for conducting Large Displacement Shock Simulator (LDSS) blows and vibration tests. Fixtures must be constructed of mild grade steel (A36 or equivalent).
- Provide mounting hardware for the unit, which will arrive fully assembled and ready for installation. Shipping arrangements to and from the vendor's facility are the customer's responsibility.

2. LDSS Testing & Reporting:
- Conduct calibration blows on a simulated mass comparable to the test item prior to installation to evaluate performance.

Period of Performance
The estimated period of performance is 90 days after receipt of order (ARO), with an anticipated timeframe from June 26, 2026, to July 24, 2026.

Place of Performance
The work will be performed at Hi-Test Laboratories Facility.

Bidder Requirements
Bidders must be authorized distributors of Hi-Test Laboratories and provide documentation via an official letter of authorization (LOA) signed by Hi-Test Laboratories.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract, with NTS Technical Systems as the awardee on N0042126P1057 (value $240,656; 02/02/26–08/07/26) for shock and vibration testing for an AN/URC-157. The current requirement similarly calls for RCS shock testing and includes pre-test procedure/design package development and LDSS calibration blows and reporting, indicating a continuation of shock/vibration test execution and documentation for shipboard antenna/receiver-related equipment. While the current notice indicates an intent to sole source with Hi-Test Laboratories as the OEM/distributor, the prior award suggests relevant technical continuity in the testing scope.
