NAWCAD WOLF IC2&I Division Global Radio Frequency and Intelligence Networks (GRFIN) - Ceiling Increase : N00421-21-D-0010

The Naval Air Warfare Center Aircraft Division (NAWCAD), Integrated Command, Control and Intel Systems (IC2&IS) Division, intends to award a modification to existing contract N00421-21-D-0010 on a sole source basis from incumbent The MIL Corporation, 4000 Mitchellville Road Suite A210 Bowie, MD 20716. This modification is necessary to add Level of Effort (LOE) and Cost Plus Fixed Fee (CPFF) ceiling to the current contract to cover Top Secret / Sensitive Compartmented Information (TS/SCI) work to be performed on the contract. This modification has an estimated award date of 25 April 2023. The Ordering Period of the existing contract will remain unchanged. The systems designed by the IC2&IS Division may be used by various Department of Defense and Intelligence Community Agency Sensitive Compartmented Information Facilities (SCIFs), both on ships and shore facilities in support of the Joint Worldwide Intelligence Communications System (JWICS), which is a TS/SCI network run by the United States' Defense Intelligence Agency (DIA) and used across the DoD, Department of State, Department of Homeland Security and Department of Justice to transmit especially sensitive classified information.

The proposed action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements . The existing contract already procures similar services up to the Top Secret level. This modification will allow the same services to be procured up to the TS/SCI level. To competitively procure the same services at the TS/SCI level, the Government would incur substantial delays to programs and substantial costs that could not be recovered through competition. These services will be competed in the follow-on to contract N00421-21-D-0010.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received within 15 calendar days of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
