This is a Request for Proposal (RFP) for the Global Radio Frequency and Intelligence Network (GRFIN) Solicitation, N00421-18-R-0053 in support of the Integrated Command, Control Intelligence (IC2&I) Division of Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF). The Government's intent is to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period with Cost Plus Fixed Fee Level of Effort (LOE) type Orders. The estimated award date is 5 January 2021.

Description of Requirement: The Naval Air Warfare Center - Aircraft Division, Procurement Group, at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide Global Radio Frequency and Intelligence Network Services for the Integrated Command and Control and Intelligence (IC2&I) Division. The services shall include but are not limited to Description of Requirement: The Naval Air Warfare Center - Aircraft Division, Procurement Group, at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide Global Radio Frequency and Intelligence Network Services for the Integrated Command and Control and Intelligence (IC2&I) Division. The services shall include but are not limited to Systems engineering services to perform tasks in support of assigned Global Radio Frequency Intelligence Networks (GRFIN) related technologies and systems.

The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors regarding this requirement. All questions regarding this procurement must be submitted via e-mail to krista.hayden@navy.mil and Kristen.Ferro@navy.mil. The Government requests that all questions be received within 10 calendar days of the date the solicitation is issued. Questions received after 10 calendar days may not be answered prior to the proposal due date. This procurement will be a full and open competition. The solicitation number is N00421-18-R-0053.
