Description

This effort is to be performed for the Structures Division of the Air Vehicle Department, AB2200 (formerly AIR 4.3.3), Naval Air Warfare Center, Aircraft Division (NAWCAD) in support of aircraft structural life monitoring and air vehicle airworthiness certification. Tasks fall into three technical areas: Structural Appraisal of Fatigue Effects (SAFE) Program, Strength Engineering, and Loads and Dynamics Engineering support. Please see Section C, Statement of Work for more information. This is a draft RFP for informational purposes only. This is not a formal request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents is strictly voluntary.

Background
This effort is to be performed for the Structures Division of the Air Vehicle Department, AB2200 (formerly AIR 4.3.3), Naval Air Warfare Center, Aircraft Division (NAWCAD) in support of aircraft structural life monitoring and air vehicle airworthiness certification.

Work Details
Tasks fall into three technical areas: Structural Appraisal of Fatigue Effects (SAFE) Program, Strength Engineering, and Loads and Dynamics Engineering support. The SOW includes evaluating aircraft structural integrity, assessing aircraft configurations, and validating aircraft flutter analysis. It also involves evaluating aero-elastic stability analyses and tests, providing independent evaluations of aero-elastic, aero-servo-elastic, vibro-acoustic, and dynamic loads analyses, reviewing Contractor and/or Government aero-elastic flight test programs, investigating updated structural and aero-elastic design criteria and test methods, investigating the magnitudes and distributions of the aerodynamic loads used for the structural design, evaluating the basis for selection of the design load conditions, evaluating ground loads for all takeoff, landing, arresting, and landing gear sudden extension conditions, evaluating the distribution of applied in-flight loads at various components of the aircraft.

Period of Performance
The contract shall commence on 28 Aug 2024 and ordering periods shall continue through 27 Aug 2029. However, the period of performance may be extended through the option provisions contained herein.

Place of Performance
The contract will be performed at NAVAIRSYSCOMHQ MARCO ORSINI STRUCTURES DIVISION 48110 SHAW ROAD BLDG 2187 SUITE 2320-A3 PATUXENT RIVER MD 20670.
