This is a formal Request for Proposal (RFP) for the Structures Division of the Air Vehicle Department, AB2200 (formerly AIR 4.3.3), Naval Air Warfare Center, Aircraft Division (NAWCAD) in support of aircraft structural life monitoring and air vehicle airworthiness certification. Tasks fall into three technical areas: Structural Appraisal of Fatigue Effects (SAFE) Program, Strength Engineering, and Loads and Dynamics Engineering support. Please see Section C, Statement of Work for more information. Amendment 0001 changes Section B-1, Section B CLINs 1002-1008, Section L and Attachment P7 changes are reflected in yellow highlighter. Amendment 0001 also created new Attachment in Section J, P4 Composite Labor Rates. Amendment 0002 includes the DRAFT RFP Q&As. Amendment 0003 includes updated FINAL RFP Q and As. Amendment 0004 includes updated FINAL RFP Q and As and an extension to 24 June 2024 at 1400.

Background
This is a formal Request for Proposal (RFP) for the Structures Division of the Air Vehicle Department, AB2200 (formerly AIR 4.3.3), Naval Air Warfare Center, Aircraft Division (NAWCAD) in support of aircraft structural life monitoring and air vehicle airworthiness certification. Tasks fall into three technical areas: Structural Appraisal of Fatigue Effects (SAFE) Program, Strength Engineering, and Loads and Dynamics Engineering support.

Work Details
The SAFE program monitors individual aircraft usage to quantify aircraft structural fatigue damage, ensuring safety and maximizing service period.
The Strength Engineering branch is responsible for structural design, stress analysis, and fatigue for fixed and rotary wing aircraft.
The Loads and Dynamics branch is responsible for flight and ground loads analysis, flutter, vibration, sonic fatigue, static aero-elastic, aero-servo-elastic, and dynamic response characteristics for fixed and rotary wing aircraft.

Period of Performance
The contract shall commence on 28 Aug 2024 and ordering periods shall continue through 27 Aug 2029. The specific PoP for individual task orders will be defined at the task order level.
