The Mission Systems Group has a requirement for contractor support services to provide engineering, technical, and program management support services and associated supplies for aviation mission systems and avionics requirements and the operations of the Mission Systems Group of NAWCADPAX. These efforts include the engineering process that translates a set of needs/objectives to design requirements and functional requirements, and in turn establishes the set of system products that satisfy the objectives. This contract will provide engineering products for the development of facilities, systems and equipment, which are used for the integration, test, and evaluation of avionics systems or subsystem elements. It also involves the functions associated with coordinating with the systems engineering IPT for the complete aircraft system to ensure successful integration of the avionics systems.

This Market Research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. Additionally, this sources sought is being used to gather constructive information from industry to improve the request for proposal (RFP). This opportunity was included in the NAWCAD Industry Day and Long Range Acquisition Forecast on 12 October 2022. It is anticipated this requirement will be competed under the Seaport-NxG Multiple Award Contract.

Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) has been supporting Avionic programs in system design, hardware development, software development, and system integration for many years. The Mission Systems Group is responsible for providing engineering personnel, processes, tools and facilities required by NAVAIR program offices and Program Executive Officers to accomplish technology research, systems development, acquisition, and in service support of naval avionics, mission systems, equipment and associated architectures and operating software required for support of naval aviation missions.

This contract will provide engineering products for the development of facilities, systems and equipment, which are used for the integration, test, and evaluation of avionics systems or subsystem elements. It also involves the functions associated with coordinating with the systems engineering IPT for the complete aircraft system to ensure successful integration of the avionics systems.

Period of Performance
Anticipated Period of Performance Start: 2nd QTR FY24

Place of Performance
An estimated 86 percent of the work will be performed at site inclusive of situational telework. The principal place of performance for Government site is Naval Air Station Patuxent River, MD. Government site(s) outside Patuxent River that will require embedded personnel are anticipated to include Marine Corps Base Quantico, Virginia.
