Navy-FDRMC PROGRAMMATIC SUPP SVCS-MRAS

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify capabilities for providing programmatic support services to the Forward Deployed Regional Maintenance Center (FDRMC). This effort aims to enhance the operational efficiency and effectiveness of FDRMC by deploying on-site personnel at various key locations. The primary sites for this initiative include FDRMC facilities in Manama, Bahrain; Naples, Italy; and Rota, Spain. Additional work may occur in other locations within the operational areas of the 5th and 6th Fleets, including Romania and Poland.

The scope of work involves a comprehensive range of services across multiple functional areas critical to FDRMC's mission. These areas include Maintenance Data Systems (MDS) analysis, security, information technology customer service with a focus on SharePoint and cybersecurity, financial management, additive manufacturing business operations, technical library management, and material management. The contractor will be responsible for supporting program managers by executing tasks in accordance with established doctrines and policies.

Each functional area requires specific expertise to ensure that program functions are carried out effectively. For instance, MDS analysts will engage in administrative tasks such as record keeping and ERP functions while also providing help desk services for Navy maintenance systems like MFOM and MSE. Additionally, they will be tasked with training users on these systems and resolving application issues as they arise. Similarly detailed roles are outlined for each functional area to ensure comprehensive support across all facets of FDRMC operations.

This market research effort seeks responses from qualified vendors capable of delivering these specialized services efficiently at both government sites and commercial shipyards or contractor facilities when necessary. The goal is not only to maintain current standards but also to identify opportunities for improving performance within these essential programs.
