Navy - SSP - Temporary HVAC Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify capable vendors for providing temporary HVAC services. This initiative aims to establish a Blanket Purchase Agreement (BPA) with multiple vendors who can promptly supply and manage portable HVAC units. The primary goal is to maintain climate control in critical facilities during instances of HVAC system failure, ensuring the safety, health, and security of facility occupants. The BPA will facilitate rapid deployment of rental equipment to supplement existing systems and prevent mission delays or facility closures.

The scope of work involves a comprehensive approach to delivering temporary HVAC solutions. Vendors are expected to conduct site assessments to determine appropriate equipment needs, supply and install necessary units such as portable air conditioners, chillers, air handlers, heaters, and dehumidifiers. Additionally, they must provide all ancillary supplies including ducting and power cables. The vendor's responsibilities extend beyond installation; they are required to operate and maintain the rental equipment throughout its on-site duration and ensure it functions efficiently.

Once the primary HVAC system is restored, vendors will be responsible for the complete decommissioning and removal of all temporary equipment from the site. This turn-key service requires that vendors be prepared to respond within 48 hours of an initial request for emergent services. The BPA will have a one-year base period with four additional one-year ordering periods, ensuring long-term availability of these crucial services.
