Description

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify capable contractors for supporting the Personnel Reliability Program (PRP) at the Marine Corps Security Force Battalion (MCSFBn) in Kings Bay, Georgia. The MCSFBn plays a crucial role in securing the nation's undersea nuclear strategic deterrent, specifically the Trident-II weapons system. This battalion is comprised of over 1,000 personnel from diverse backgrounds including Active Duty Military, Government Civil Service Employees, and various Contractors.

The focus of this contract is to provide administrative assistance within the PRP division at MCSFBn. The PRP division currently consists of two Federal Civilian Employees who manage over 900 personnel. Given the extensive scope and critical nature of its responsibilities, there are concerns regarding potential vulnerabilities in meeting program requirements and ensuring continuous improvement and safety within personnel reliability.

Contractors are expected to support day-to-day administrative functions which include planning, process execution, and database management for the PRP offices. Additionally, they will provide oversight and direction during times when PRP Certifying Officials are unavailable. This role involves acting with limited authority on behalf of these officials to ensure that all program requirements are met effectively.

In fulfilling this contract, contractors must adhere to applicable directives such as DoDM 5210.42M Ch-4 Nuclear Weapons PRP Regulation and SECNAVINST 5510.35D DoN Nuclear Weapons PRP Instruction among others. The goal is to enhance operational efficiency while maintaining high standards of safety and security within MCSFBn's mission-critical activities.
