Description

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify capabilities related to implementing the ServiceNow Human Resources Service Delivery (HRSD) suite at the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). This initiative aims to modernize and optimize human capital lifecycle operations by transitioning from manual, labor-intensive processes to automated, digitized workflows. The overarching goal is to enhance administrative efficiency, data integrity, and compliance with Department of the Navy guidelines while improving employee support throughout their tenure at PHNSY & IMF.

The contract seeks professional technical services for a comprehensive implementation of the ServiceNow HRSD suite within PHNSY & IMF's existing environment. This involves centralizing HR workflows into a unified digital hub using Employee Center Pro, automating onboarding processes through guided workflows that coordinate across multiple departments, and standardizing offboarding procedures with trackable processes. Additionally, secure employee document management will be established for generating, storing, and securing sensitive personnel documents. These efforts aim to provide real-time visibility and actionable insights for management through a platform-configured position management application.

The scope of work requires the contractor to deliver all necessary personnel, management, and technical services while utilizing Out-of-the-Box (OOTB) capabilities as much as possible. Key tasks include project management and governance; platform integration; systems configuration; unit testing; prototype review; user acceptance testing support; training; deployment readiness review; deployment and go-live support; post go-live monitoring and control; and closure. The contractor will ensure seamless integration into PHNSY & IMF's existing systems while adhering to stringent performance standards outlined in a Quality Assurance Surveillance Plan (QASP).
