Description

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to support the Navy's requirements for habitability services during a Field Training Exercise (FTX). This initiative aims to ensure that personnel from the Naval Mobile Construction Battalion One (NMCB-1) have access to adequate sanitation facilities while they are stationed at various locations without permanent restroom amenities. The overall goal of this contract is to provide portable toilets and hand cleaning stations, ensuring that all personnel can maintain hygiene standards during their field operations.

The scope of work involves providing and servicing portable sanitation facilities at three key locations: Naval Air Station Belle Chase, Port of Gulfport, and Naval Construction Battalion Center Gulfport. At each site, the contractor will be responsible for delivering a specified number of portable toilets and hand-washing stations. Specifically, the NAS Belle Chase location requires eighteen portable toilets and nine hand-washing stations; both the Port of Gulfport and NCBC Gulfport require nine portable toilets and four hand-washing stations each. All units must be serviced three times per week, which includes pumping waste tanks, performing general janitorial cleaning, replenishing supplies such as toilet paper and soap, and refilling water in hand-washing stations.

Contractors will need to manage all logistics related to delivery, setup, servicing throughout the contract period from August 18th through September 26th across two separate intervals. The contractor's performance will be evaluated weekly by a Designated Government Representative (DGR) who will ensure that all facilities remain clean, stocked with necessary supplies, and fully operational. Given these requirements, contractors must also comply with federal security standards as outlined by Homeland Security Presidential Directive-12 (HSPD-12).
