The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is soliciting for a navy occupational dosimetry system (NODS) that is capable of meeting the Navys Physical, Radiological, and Environmental requirements. The NODS shall consist of the Navys next generation dosimetry system and an updated radiation health and database management software system called the Navy Radiation Exposure Management System (NAVREMS). The Government is soliciting this requirement as full-and-open competition. The contract will be awarded as a hybrid single award indefinite-delivery/indefinite-quantity(IDIQ), with the hardware components being procured on a firm fixed price (FFP) basis and the software development portion being procured on a cost-plus-fixed-fee (CPFF) basis. Other direct costs associated with the requirement will be handled on a cost-only basis. The contract will be for a period of five years to include five one-year ordering periods.

Background
The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking to procure a Navy Occupational Dosimetry System (NODS) that meets the Navy's Physical, Radiological, and Environmental requirements.

The NODS will consist of the next generation dosimetry system and an updated radiation health and database management software system called the Navy Radiation Exposure Management System (NAVREMS). This contract aims to enhance the Navy's capability to detect, transmit, record, and report doses received by Navy radiation workers. The existing dosimetry system is outdated and requires replacement with a more efficient solution.

The contract will be awarded as a hybrid single award indefinite-delivery/indefinite-quantity (IDIQ), with hardware components procured on a firm fixed price (FFP) basis and software development on a cost-plus-fixed-fee (CPFF) basis.

Work Details
The NODS will include:
1. **Dosimeters**: Maximum quantity of 155,000 units with a maximum of 40,000 units per ordering period. The dosimeter must be capable of detecting personnel dose due to photon, beta, and neutron radiation. It should weigh no more than 120 grams and have dimensions not exceeding 6.5 cm x 6.5 cm x 2.5 cm.
2. **Base Stations**: Maximum quantity of 2,750 units with a maximum of 1,000 units per ordering period.
3. **Software Development**: An updated database management software system (NAVREMS) that consolidates all legacy radiation records.
4. **Engineering Support Services**: Estimated at 267,120 hours under CPFF for engineering services as per Section C of the SOW.
5. **Other Direct Costs**: For incidental materials/travel related to CLIN 0001.
6. **Data Requirements**: Not Separately Priced (NSP) data for CLINS 0001-0004.

Place of Performance
The products will be delivered to various Navy locations as specified in individual task orders.
