THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. Joint Base Charleston, located in Charleston, SC seeks a contractor to provide facility maintenance services. For the purpose of this sources sought, we are seeking Facility Maintenance services for the Naval Nuclear Power Training Command (NNPTC) located on Joint Base Charleston, Weapon station, Goose Creek, South Carolina (JBC-WS). Facility Maintenance includes Preventative Maintenance and Inspections (PMI), Facility Repairs and Equipment Repairs. NNPTC is an academic facility consisting of nineteen building types and structures including student living quarters, training classrooms, a dining cafeteria, and an energy plant. Those wishing to respond should fill out and return the attached questionnaire and a Capability Statement including past contracts with the government. THIS REQUEST FOR INFORMATION OR "SOURCES SOUGHT" SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSAL. INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. Background
Joint Base Charleston, located in Charleston, SC seeks a contractor to provide facility maintenance services for the Naval Nuclear Power Training Command (NNPTC) located on Joint Base Charleston, Weapon station, Goose Creek, South Carolina (JBC-WS). NNPTC is an academic facility consisting of nineteen building types and structures including student living quarters, training classrooms, a dining cafeteria, and an energy plant.

Work Details
The contract requires Facility Maintenance services for Preventative Maintenance and Inspections (PMI), Facility Repairs and Equipment Repairs. The service summary includes performance objectives and thresholds for real property facility inspections, preventive maintenance and inspections, inspection testing and certifications, repairs and service calls (routine & urgent), emergency calls, reports and documentation. It also includes non-real property preventive maintenance & inspection (PMI), inspection testing and certifications, repairs & service calls (routine & urgent), emergency calls, contractor’s computerized maintenance management system (CMMS), and reports and documentation. The government will furnish an area to accommodate a contractor-provided trailer for the contractor’s workspace. Government furnished utilities include electricity, fresh water, refuse and custodial services. No government furnished equipment (GFE) is provided. The base hours of operation are 7:00AM to 5:00PM, Monday through Friday with recognized holidays specified. Quality assurance measures will be implemented by the government to observe, inspect or test contractor performance. Keys may be issued to the contractor for access to buildings with the responsibility for security resting with the contractor. Essential contractor services during crises are outlined in accordance with Department of Defense Instruction (DoDI) 3020.37 and Air Force Instruction (AFI) 10-403.
