The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to identify capable contractors for providing Nationally Recognized Testing Laboratory (NRTL) field evaluation services. This initiative is targeted at supporting the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington. The primary goal of this contract is to ensure that all Industrial Plant Equipment (IPE) and portable tools procured by PSNS & IMF comply with Occupational Safety and Health Administration (OSHA) standards, particularly when these assets are not factory-certified.

The contractor will be responsible for delivering comprehensive NRTL field evaluation services. This includes providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services required to perform the evaluations as outlined in the Performance Work Statement (PWS). The evaluations are expected to verify compliance with OSHA regulations concerning machine guarding and electrical safety. Additionally, the contractor must ensure that equipment installations adhere to applicable standards set by the National Electrical Code (NEC) and/or National Fire Protection Association (NFPA).

As part of their duties, contractors will conduct third-party evaluations of government-owned IPE to certify compliance with relevant OSHA regulations according to CFR Title 29. They will also ensure that IPE installations meet NEC and NFPA requirements. Equipment meeting these standards will receive a NRTL registered certification mark or label confirming conformance with safety and technical regulations. Furthermore, a detailed NRTL field evaluation report must be submitted to the government highlighting any deficiencies discovered during inspections along with proposed resolutions.
