Description

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to support the Naval Junior Reserve Officers Training Corps (NJROTC) program. The primary aim is to develop an updated Learning Delivery System (LDS) that replaces the existing curriculum with a more modern and interactive educational framework. This initiative aligns with NJROTC's mission to instill values of citizenship, service, personal responsibility, and accomplishment in students. The program seeks to motivate young people to become better citizens through a structured educational approach that emphasizes leadership development and teamwork.

The proposed contract involves the development of five curriculum courses: Naval Science 1 (NS1) through Naval Science 5 (NS5), each tailored for different year cadets within the NJROTC program. Additionally, contractors are expected to create comprehensive Cadet Field & Drill Manuals and Cadet Reference Manuals. These courses will be developed using government-provided Curriculum Maps and are required to reflect current educational practices by incorporating 21st-century instructional strategies. The focus will be on interactive and hands-on learning experiences that engage students actively in their education.

The scope of work requires delivering electronic textbooks in PDF and ePub formats along with detailed Instructor Guides for each course level. Contractors will analyze current curriculum delivery methods, evaluate student learning outcomes, and address both physical and virtual instructional environments. The new LDS must include multiple assessment methods that measure learning objectives while promoting higher-order thinking skills among cadets.

Contractors are tasked with providing extensive documentation as part of their deliverables, including lesson plans, test banks with answer keys, presentation slides, videos, and other instructional materials compatible with modern technology platforms. A key component of this project is a comprehensive analysis report based on observations from designated NJROTC locations which will inform the development process by identifying constraints within secondary school settings where these programs are implemented.
