Navy - NAVSUP - Metrics Analyst and Junior Database Developer - MRAS

On behalf of the United States Navy, the General Services Administration (GSA) is conducting market research to identify qualified sources for a contract supporting the Littoral Combat Ship Squadron (LCSRON TWO) based in Mayport, Florida. The primary goal of this initiative is to enhance the operational efficiency and data management capabilities of LCSRON TWO by leveraging advanced data analytics and database development services. This effort aligns with the Navy's broader objectives of optimizing administrative control, training, maintenance, and readiness for its fleet.

The contract seeks to engage professionals for two key roles: a Metrics Business Analyst and a Junior Database Developer. The Metrics Business Analyst will be responsible for maximizing data collection efforts and providing interpretive metrics and analysis across various business lines within LCSRON TWO. This includes minimizing redundant efforts by ship crews and staff while ensuring that data-driven insights are available to support management decisions at all levels, including Flag level briefs.

In parallel, the Junior Database Developer will focus on designing and creating databases necessary for metrics analysis. The role requires expertise in technical multi-user, web-based platforms such as Microsoft Access, SharePoint, SQL, or similar technologies. The developer will work closely with Subject Matter Experts (SMEs) to update and maintain databases that track critical operational metrics related to Preventative Maintenance Availabilities (PMAV), Operational Availability (Ao), Material Availability (Am), among others.

This comprehensive approach aims to streamline processes within LCSRON TWO by reducing unnecessary work and duplicative efforts. Both roles will provide essential support to the Chief of Staff and Department Heads in formulating process improvement recommendations that facilitate effective information flow and meet emerging technological demands. The contractor's deliverables will include qualitative and quantitative reports that measure data collection effectiveness through trends analysis, performance rankings, cycle times evaluation, thereby enabling informed decision-making processes within LCSRON TWO.
